What the numbers show
Work-based learners (15+) is currently reported for 35 countries. The highest value is 3,886 in Poland; the lowest is 0.54 in Cyprus.
The median across all reporting countries is 90.75, and the mean is 321.64.
The gap between the highest and lowest reporting country is a factor of about 7,196.
Over the past decade 23 countries rose and 12 fell. The largest increase was in Seychelles (up 6,402.6%), and the largest decrease in Zimbabwe (down 82.5%).

With the aim of promoting international comparability, statistics presented on ILOSTAT are based on standard international definitions wherever feasible and may differ from official national figures. This series is based on the 13th ICLS definitions. For time series comparability, it includes countries that have implemented the 19th ICLS standards, for which data are also available in the Work Statistics -- 19th ICLS (WORK) database. Work-based learning refers to all forms of learning that take place in a real work environment. It may but does not always combine elements of learning in the workplace with off-the-job learning.
